The Federal Energy Regulatory Commission (FERC) will be conducting
the Martin Relicensing Scoping Meetings on Thursday, September 11, 2008
at the Betty Carol Graham Center on the campus of Central Alabama
Community College in Alexander City.
A scoping meeting is a National Environmental Policy Act (NEPA)
requirement in a relicensing process and is generally intended to
identify and discuss the issues and the associated study needs.
Alabama Power and the Martin relicensing stakeholders began this
work on the issues back in January of 2007 and have continued over the
last 18 months, which resulted in the preparation of 16 Draft Study
Plans that were included in our Preliminary Application Document (PAD)
filed with FERC in June of this year. These efforts and work products
will greatly enhance FERC's scoping activities at the September
meetings.
In conjunction with the scoping meeting, FERC prepared a scoping
document utilizing information submitted in the PAD. The scoping
document is intended to advise participants about the proposed scope of
the Environmental Assessment that FERC will ultimately prepare in the
relicensing process. Click here for a copy of FERC's Scoping Document for the Martin Project issued August 5, 2008. FERC also issued an August 5, 2008 official notice of the upcoming scoping meetings, which was placed in a number of area newspapers.
The FERC will hold two separate scoping meetings on the 11th. The
daytime meeting will be from 9:00 a.m. until noon, and will focus on
resource agency, Indian tribes, and non-governmental organization
concerns. The evening meeting will be from 6:00 p.m. until 8:00 p.m.
and is primarily intended for receiving input from the public. However,
FERC invites all interested individuals, organizations and agencies to
attend one or both of the meetings.
In addition to the scoping meetings, Alabama Power and FERC will
conduct a site visit of the Martin Project on Wednesday, September 10,
2008. A tour of the dam and powerhouse will begin at 9:00 a.m. and
conclude around 11:00 a.m. For those participants not familiar with
Lake Martin, a tour of a few of the recreational sites (like DARE Park)
will be conducted by boat, departing from the dam at 2:00 p.m. Anyone
interested in participating in the dam or boat tour should park their
vehicles in the parking lot on the east side of the dam, just off
Overlook Drive.
